About the summit
Where Europe’s sovereign AI decisions get made
Hosted by Google Cloud, the Sovereign AI Summit brings together around 300 C-level executives, public sector technology leaders, EU policy officials and sovereignty researchers from across the EU and UK to move past debate and into practice.
Sovereignty in action
Real-world examples of organisations meeting their business and public sector goals with sovereign cloud and AI.
Partnerships that build capacity
How Google Cloud and European partners, Solo.io among them, are building secure, resilient, AI-ready infrastructure with real choice and control.
A pan-European community
Time with policy-makers, industry leaders and Google leadership, plus our team at the Solo.io demo stand.
The panel • 17 Nov • 15:15–16:00 CET
Taking control of models, agents and knowledge for true economic autonomy
Every organisation has to decide how much AI to build and how much to buy, and whether generic models fit European languages, law and institutional practice. This 45-minute panel walks the sovereign AI stack layer by layer to show how choice at each one keeps economic value, IP and cultural fit under your control, without giving up frontier capability.
Framework • Google Cloud
A composable sovereign stack
Sanjay Jacob frames sovereign AI around security, resilience, economic value and cultural alignment, and how an open, composable stack avoids single-vendor lock-in.
Data layer • Dataiku
Decide what models may learn
Stephanie Griffiths on governing data before deployment, keeping it inside the sovereign perimeter, and tuning models on European legal, financial and clinical data.
Models & agents • Solo.io
Swap models, keep control of agents
Tom O’Rourke shows kagent and agentgateway on Google Cloud, routing between Gemini and open-weight models like Mistral and Gemma over MCP and A2A, with guardrails on every agent call.
Knowledge layer • Accenture
Where the lasting value sits
Tobias Regenfuss on why models are becoming a commodity and how to build your knowledge and context layer on open standards, so you keep your IP and your options.

17 Nov • 15:15–16:00 CET • Breakout room 2
The panel with Google Cloud
Tom joins Sanjay Jacob (Google Cloud), Stephanie Griffiths (Dataiku) and Tobias Regenfuss (Accenture) to talk through each layer of the sovereign AI stack, from data to models and agents to knowledge, and how choice at every layer keeps value and IP in Europe.
16–17 Nov • Demo stand
Live demos at the Solo.io stand
Tom O’Rourke and Ep Heijting will show kagent and agentgateway running agents inside a sovereign boundary, plus how Agent Substrate keeps idle agents from wasting reserved hardware.

Tom’s layer: models and agents
Open standards, so you can swap models without re-architecting
Sovereignty means being free to choose your operator, your models and your exit. Here’s the open source stack Tom will show on stage and at the stand: agents on Kubernetes, one gateway for every model, tool and agent call, and hardware that stays busy.
Agent runtime • kagent
Run agents as managed workloads
kagent gives every agent a verifiable identity, declarative deployment, tracing and evaluation, managed with the same GitOps and RBAC workflows your platform team already runs. It’s a CNCF project.
Gateway • agentgateway
Govern every model, tool and agent call
agentgateway routes between Gemini and open-weight models, and governs MCP and A2A traffic with identity, policy and guardrails against prompt and tool hijacking. Every call is logged for audit.
Density • Agent Substrate
Keep reserved hardware busy
Agent Substrate suspends idle agents to a warm state and restores them fast, so sovereign GPU and CPU capacity goes to work that matters.

FAQ
Sovereign AI Summit, answered
Quick answers about the session, the demo stand and meeting the team.
When and where is the Sovereign AI Summit?
The Sovereign AI Summit takes place at MIX Brussels on 16–17 November 2026. Tom O’Rourke joins panelists from Google Cloud, Dataiku and Accenture on 17 November from 15:15 to 16:00 CET in Breakout room 2, and the Solo.io demo stand is open both days.
What is the panel about?
Taking control of models, agents and knowledge for true economic autonomy looks at how European organisations keep access to frontier AI while holding on to economic autonomy and cultural alignment. Google Cloud, Dataiku, Solo.io and Accenture each cover one layer of the sovereign AI stack: framework, data, models and agents, and knowledge.
Who attends the Sovereign AI Summit?
Around 300 invited attendees from across the EU and UK: C-level executives, public sector technology leaders, EU policy officials, sovereignty researchers, industry leaders and Google Cloud’s sovereign partners.
How do I book a meeting with Solo.io at the summit?
Use the Book a meeting button on this page to request time with Tom O’Rourke and the EMEA team. We’ll confirm a slot at the summit or set up a call if you can’t attend.
What will the demos show?
Live demos of Solo Enterprise for kagent and agentgateway: running agents in-cluster with verifiable identity, routing between Gemini and open-weight models and governing MCP and A2A traffic at one gateway, and suspending idle agents with Agent Substrate.
Can kagent and agentgateway run fully air-gapped?
Yes. Both run in-cluster with no SaaS control plane and need no external connectivity. On Google Distributed Cloud air-gapped, they connect to Gemini models running entirely on premises.
Are these projects open source?
Yes. kagent is a CNCF project, agentgateway is hosted by the Agentic AI Foundation under the Linux Foundation, and Agent Substrate is an open source project. Solo Enterprise adds observability, governance and support.
I can’t attend. How can I catch up?
Watch Tom’s on-demand webinar on this page, read the joint Solo.io and Google Cloud blog, or book a meeting and we’ll walk you through the session and demos.
